Duty-free treatment requires more than owning your belongings. Tullverket requires normal residence outside the EU for at least one year before your move. Housing Costs by City and Location

Sweden's Bostadskö, the housing queue Stockholm uses to allocate rent-controlled apartments, works by registration time, not need. Whoever received a standard rental through the queue in 2025 had been registered for an average of 9.0 years, per Bostadsförmedlingen Stockholm. Tuition is free for EU, EEA, and Swiss citizens, per universityadmissions.se. Holders of a permanent Swedish residence permit are exempt too, as their own category, independent of citizenship. A non-EU student on a study permit still pays tuition.
