If you have met the term personnummer in a job offer, a lease, or a bank's onboarding form and assumed it works like a national ID or a Social Security number from home, it does not. What follows sets out what the number actually is, who issues it, what each digit means, and where it sits in the chain of things you register for next.

What a personnummer is, and who issues it

A personnummer is Sweden's personal identity number, issued by Skatteverket (the Swedish Tax Agency) to everyone who becomes folkbokförd, or registered in Sweden's population register. Skatteverket states this directly: all persons folkbokförda in Sweden receive a personnummer as their identitetsbeteckning, or identity marker. Treat the number for what Skatteverket calls it, an identity marker, not a certificate of citizenship or immigration status. It identifies you consistently to Swedish institutions. It says nothing on its own about your nationality, your visa category, or your right to remain. Those facts live in your permit file with Migrationsverket, not in the number itself.

Folkbokföring is the trigger event, not a separate application you file after the fact. Once Skatteverket registers you as folkbokförd, the personnummer follows as part of that same registration. You do not request the number independently of the registration process.

What the digits mean

A personnummer is built from your birth date, a birth number, and a control digit, arranged in a fixed order. Skatteverket's own description gives your birth date as six digits, in the order year, month, and day, followed by a hyphen, your three-digit birth number, and finally the control digit. Written this way, with a two-digit year, the number runs to ten digits. Many digital systems and forms ask for the full four-digit year instead, which is why you will often see the same number written with twelve digits in total.

The hyphen between the birth date and the birth number changes to a plus sign the calendar year you turn 100. This is a formatting rule, not a new number. The underlying digits do not change; only the separator does, so an older person's personnummer on paper looks different from the same number issued decades earlier.

The birth number's last digit carries one piece of information: your legal gender. Skatteverket's rättslig vägledning states the last digit is odd if your legal gender is man and even if it is woman. The control digit that follows carries no information at all. The same rättslig vägledning page describes it as calculated mechanically from the birth date and the birth number, not chosen or meaningful on its own; it exists to let systems catch a mistyped number.

Only two facts are actually readable from a personnummer itself: your birth date and your legal gender. Nationality, immigration status, and region are not encoded in the number at all, despite how often newcomers assume otherwise.

Personnummer or samordningsnummer: which one you get

You get a personnummer only if you become folkbokförd. If you have a connection to Sweden without being registered here, Skatteverket may instead assign a samordningsnummer, a coordination number. Skatteverket describes this as the identity marker for someone who is not, and has not been, folkbokförd in Sweden.

A samordningsnummer covers several situations. You can apply for one yourself if you plan to stay in Sweden for less than a year. Skatteverket also assigns one where a specific transaction requires it, such as buying property and needing to register the title. A third case is tax reporting: an employer or other party may need to identify you for tax purposes without you being resident.

The mechanical way to tell the two numbers apart sits in the birth-day digits. In a samordningsnummer, the birth day is increased by 60. Skatteverket's own example makes this concrete: a man born on 3 October 1970 has a birth date of 701003 in a personnummer, where 03 is the birth day. In a samordningsnummer, that day becomes 63, giving 701063 instead, while the birth number and the control digit stay the same.

Since 1 September 2023, every samordningsnummer carries one of three identity-status levels: styrkt (verified), sannolik (probable), or osäker (uncertain), based on how confidently Skatteverket could confirm the holder's identity at assignment. A samordningsnummer someone applied for and received before that date was automatically set to styrkt. Skatteverket's own samordningsnummer page states a self-submitted application takes up to 12 weeks before a case officer is assigned. A samordningsnummer does not itself place you in the population register the way folkbokföring does. If you later become folkbokförd, Skatteverket replaces your samordningsnummer with a personnummer at that point; you do not keep both.

What a personnummer is actually for

A personnummer is not a single-purpose password. It is the identifier Swedish authorities, and by extension private companies, use to recognize you consistently. Skatteverket describes its own role plainly: you use your personnummer in contact with authorities and private companies because that number is your identity marker in Sweden.

In practice, this means the number itself rarely opens anything on its own. What it does is let an institution, a hospital registering you for care, an employer running payroll, a bank checking who you are, look you up against the same identity every time. Does it ever change or expire

No. Once Skatteverket assigns you a personnummer, you keep the same number for the rest of your life, including if you later move away from Sweden. Skatteverket states this directly: once you have received a personnummer, you keep the same number for life; moving abroad does not change it.

This permanence is a property of the number itself, distinct from the physical documents built on top of it. The one exception runs the other direction. A samordningsnummer is not permanent in the same sense. It is replaced by a personnummer the moment its holder becomes folkbokförd, rather than existing alongside the new number.
