Who this article is for

This article is for you if you have just arrived, or are about to arrive, in Sweden on a residence permit to live with a partner: a spouse, a registered partner or a sambo (a partner you live with without being married). It assumes you are a citizen of a country outside the EU/EES and that the permit is already granted.

How that permit is granted, which route applies and what the sponsor must prove is covered by the foundation article on family migration. This article starts when the card is in your hand.

It is not for everyone who moves to Sweden. Use these guides instead:

Prerequisites before the steps apply

Check these four things first. The first three apply to the registrations; the fourth applies to a-kassa only.

  • A valid uppehållstillståndskort. This is the residence permit card from Migrationsverket, the Swedish Migration Agency. Skatteverket asks to see it when you register. Skatteverket is the tax agency that runs the population register.
  • A plan to stay at least one year. Folkbokföring is meant for people who intend to live in Sweden for a year or more, in most cases.
  • A place to live with your name on the door. Skatteverket needs a full address and needs to be able to reach you by post.
  • Income from work in Sweden, for the a-kassa step only. Nothing else in this article asks for prior work.

The order in which things unlock

Read each row on its own: the second column lists what must be in place first.

Work and study are allowed from day one

The permit for living with a partner carries both rights. Migrationsverket writes: "Om du får uppehållstillstånd i Sverige får du också rätt att arbeta och studera." That means you can take a job or enrol in a course without applying for anything further, as of 7 October 2026.

The permit is time-limited. Migrationsverket says, as of 7 October 2026, that it runs for two years, and never longer than your passport is valid, in the cases where the sponsor does not have a time-limited permit of their own. It can be extended. Keep the extension in mind from the start, because several rules below depend on the permit staying valid. From 1 October 2026 the extension is tested again: your partner must still meet the försörjningskrav (maintenance requirement), and your own income now counts towards it (utlänningsförordningen 4 kap. 4 d §). If your permit was granted before 1 October 2026 and you apply to extend by 1 October 2027, the lower transition amounts apply. The relationship must still exist (utlänningslagen 5 kap. 3 m §). The partner route in detail is in the sambo visa requirements.

Being allowed to work is not the same as having a job. Finding one is covered in finding a job in Sweden as a foreign national. Before the first paycheck, read skattsedel before your first paycheck.

Folkbokföring comes first among the registrations

Folkbokföring means being registered as resident in Sweden. Skatteverket decides whether you qualify. Its page for citizens outside the EU/EES states: "Du som har flyttat till Sverige och planerar att bo här i minst ett år ska i de flesta fall vara folkbokförd i [sic] här." You must show a valid residence permit card when you report the move.

When you are registered for the first time you also get a personnummer, the Swedish identity number. Skatteverket says so directly: "När du blir folkbokförd i Sverige första gången får du även ett personnummer."

What to prepare

Per Skatteverket, you report the move with the service "Flytta till Sverige". Skatteverket then requires an identity check at a servicekontor, a Skatteverket service office. You and any family members moving with you must attend in person. You need to show:

  • your identity;
  • your uppehållstillståndskort;
  • your intention to live here, for example your family member's employment contract or study certificate;
  • where you live, with a full address;
  • your family relationships.

If Skatteverket cannot reach you, the application cannot be processed. The page states: "Det är viktigt att ditt namn finns där posten levereras exempelvis på din brevlåda." Put your name on the door or the mailbox before you apply. The appointment details are in what to bring to the Skatteverket personnummer appointment.

How long it takes

Skatteverket publishes a figure for the wait before a case officer is assigned. As of 7 October 2026 it reads: "Om du anmäler att du flyttar till Sverige tar det cirka 5 veckor innan ditt ärende får en handläggare." That is the time until someone starts on the case, not until you receive the personnummer.

Children under 18 who move with you are reported jointly by their guardians, per Skatteverket. A child aged 16 or older may report the move alone. For what the number unlocks, see the personnummer explained.

Id-kort and a bank account follow the personnummer

Id-kort

Skatteverket states that you can apply for an id-kort once you are registered and have a personnummer: "Du kan ansöka om ett id-kort när du folkbokförts och fått ett personnummer." The card shows your age and who you are, includes an e-legitimation for Skatteverket's e-services and is valid for five years, as of 7 October 2026, per Skatteverket. The process is in the Skatteverket id-kort explained.

Bank account

A bank account follows a separate rule from the personnummer step. Swedish law sets the rule in 4 a kap. 1 § of lagen (2010:751) om betaltjänster. A bank "får inte vägra en konsument som är lagligen bosatt inom EES att öppna ett betalkonto" with the basic functions it gives other consumers. The second paragraph allows a refusal if opening the account would conflict with the anti-money-laundering law or if there are special reasons.

Under 4 a kap. 3 §, as of 7 October 2026, the bank must decide "senast inom tio bankdagar" after receiving a complete application. Which identity document a bank accepts is the bank's own decision. That is covered in opening a bank account without a personnummer and in why the id card gates BankID.

Healthcare costs the full price until you are registered

1177 is the healthcare information service run by the regions. It states the rule for people in your position: "Du som har fått uppehållstillstånd och behöver vård innan du har blivit folkbokförd i Sverige betalar själv hela kostnaden för vården." Skatteverket handles the registration.

So the first weeks are the gap. A permit does not by itself put you on resident terms. Plan for that cost, and read seeing a doctor before the personnummer arrives. After registration, the guide to registering at a health centre applies: vårdcentral registration with a personnummer.

For home insurance, see hemförsäkring before a personnummer and insurance by permit type and residency stage.

Social insurance starts with a notification to Försäkringskassan

Försäkringskassan, the Swedish Social Insurance Agency, runs the public benefits. It states how coverage works: "Hos Försäkringskassan är du försäkrad genom att du bor eller arbetar i Sverige." It also states that to claim, "ska du vara försäkrad i Sverige", and that you must "lämna uppgifter så att Försäkringskassan kan utreda om du ska vara försäkrad i Sverige."

The notification is made through the e-service "Lämna uppgifter vid flytt till eller arbete i Sverige". Försäkringskassan says you can apply for most benefits by logging in to Mina sidor, its personal login page, which needs an e-legitimation (electronic ID). Without one, you can use form 5456 or visit a servicekontor.

If you have children

The rules for children are specific, as of 7 October 2026, per Försäkringskassan:

  • "Om du flyttar till Sverige tillsammans med barn som är under 16 år behöver du lämna uppgifter till Försäkringskassan för att kunna få barnbidrag." Barnbidrag is the child allowance.
  • "Är ni två vårdnadshavare ska ni båda anmäla att ni har flyttat till Sverige."
  • If a child comes later, you report that the child has arrived.

Housing allowance

Bostadsbidrag is a housing allowance. Försäkringskassan says that if you have children you can get it when you need help paying rent. You can also get it if you are under 29 and have no children. You can only get it if you own your home or hold a rental contract, in first-hand or second-hand. A lodger cannot get it.

A-kassa needs income, not arrival

A-kassa, short for arbetslöshetskassa, pays unemployment compensation. The insurance is governed by lagen (2024:506) om arbetslöshetsförsäkring, and the current rules apply from 1 October 2025, per Arbetsförmedlingen. Three conditions matter to you.

  • Income from work first. 3 kap. 1 § states: "För att ha rätt till arbetslöshetsersättning krävs att sökanden har uppfyllt ett inkomstvillkor som avses i 2 eller 3 §." The condition is built on income from gainful work. Arrival and permit alone do not meet it. The current amounts are in the a-kassa income requirement.
  • Registered as a job-seeker. The law requires the applicant to be registered with Arbetsförmedlingen, the public employment service, and available for work.
  • Membership decides the payout level. 5 kap. 4 § sets the level at 80 percent of the insured income. That applies only if you were a member "under hela ramtiden" (the whole reference period), for at least twelve continuous months, and are still a member in the month you claim.

The practical reading is that a partner-permit holder with no job has no claim yet, and membership only starts counting from the day you join. How to join, and how the two types of fund differ, is in joining an a-kassa as a foreign worker and income-related a-kassa versus Alfa-kassan.

SFI waits for folkbokföring in a municipality

SFI, Svenska för invandrare, is Swedish tuition for people who have moved to Sweden. Arbetsförmedlingen states who owns it: "Det är kommunen där du är folkbokförd som ansvarar för sfi och som bestämmer om du kan få en plats på utbildningen." That is why registration comes before it. You apply through the municipality, not through the permit.

Municipalities publish the detail. Malmö stad is used here as one example, as of 7 October 2026. Its page says you must be registered in the municipality and lack basic Swedish, and the right starts on 1 July the year you turn 16. A first-time applicant "ska få en plats inom tre månader från anmälningsdatum". Malmö states that studying sfi there costs nothing, and CSN student finance cannot be combined with it. Check your own municipality's page, because the application route differs.

Two limits matter for planning. Under the rules Malmö describes, you can study sfi for at most three years, and for people who studied before 1 January 2026 the end date is 31 December 2028. Extensions are possible for reasons such as illness, parental leave or work. If you receive a-kassa and want to study sfi, contact the a-kassa first. Malmö warns that starting without approval risks repayment of the compensation.

Studying beyond SFI depends on the type of permit

The permit gives the right to study. Fees and student finance are separate questions with separate owners.

  • Tuition fees. Universityadmissions.se, run by UHR, the Swedish Council for Higher Education, lists who is exempt from application and tuition fees. One group is people who "have been granted a temporary Swedish residence permit for reasons other than studies". A partner permit is such a permit, as of 7 October 2026.
  • Student finance. CSN, the student finance agency, says: "Du som bor i Sverige och har ett tidsbegränsat uppehållstillstånd på grund av familjeanknytning har i vissa fall rätt till studiestöd." The words "i vissa fall" matter: it is not automatic. CSN also states that you normally cannot get it on a permit as a family member of someone who received a permit for work, because that permit is based on work.
  • Extensions. CSN says the right can continue if you applied to extend before the permit expired, on the same basis as before.

Course costs, living costs and housing are in studying in Sweden as a non-EU citizen.

A suggested order for the first weeks

This is a suggested order, not a rule. The speed of each step depends on the authority.

  1. Put your name on the door or mailbox, then report the move to Skatteverket.
  2. Attend the identity check at a servicekontor with your permit card.
  3. Until the personnummer arrives, any healthcare is at full cost.
  4. Notify Försäkringskassan of the move. Once the personnummer exists, apply for the id-kort.
  5. Once you are registered, contact the municipality about sfi.
  6. When work starts, join an a-kassa so that membership begins counting.

When the permit nears its end, the question changes to staying long term. See from sambo to permanent residence. The hub for this route is Partner & Family Permits.
