An a-kassa (unemployment insurance fund) decision can be challenged twice before a court finishes with it, and both times the deadline is the same two months. A decision might deny a claim, sanction you for declining a job offer, reduce your benefit amount, or reclaim money already paid. Whichever it is, you cannot go straight to a judge. The letter goes to your a-kassa itself first, for omprövning (the a-kassa's own reconsideration). Only if you still disagree after that does the case move to förvaltningsrätten (the administrative court). Even the further appeal beyond that runs on the same two-month clock, not the shorter three-week deadline used for most other Swedish administrative disputes. This guide covers the sequence, what each filing needs, and where the route ends.
Request Omprövning Within Two Months of the Decision
Your a-kassa must receive your request for omprövning within two months of the day you received the decision you disagree with, per lag (2024:506) om arbetslöshetsförsäkringen, 11 kap. 2 §. The statute requires the request in writing, "inom två månader" from the day the decision was received. Counting starts from when you actually received the letter, not the date printed on it, so keep the envelope or the delivery notice from your fund's online portal as evidence of that date.
State which decision you are disputing, the change you want, and your reasoning, and send it to your specific a-kassa's postal address or upload it through the fund's "Mina sidor" service. Unionens a-kassa, one of the larger funds, states the same window on its own published guidance: it needs the request "inom två månader från den dag du fick beslutet." The two-month length is set by statute, so every a-kassa in Sweden runs the same clock regardless of which fund holds your membership. If your request arrives late, the original decision stands and the reconsideration route closes.
Omprövning Means a Different Case Handler Looks Again
The full route: decision → omprövning → förvaltningsrätten → kammarrätten (with prövningstillstånd) → Högsta förvaltningsdomstolen (with its own prövningstillstånd). Most cases end at förvaltningsrätten; the two stages beyond it only open with leave to appeal.
The a-kassa re-examines the case with any new information you send in, and the decision cannot be changed to your disadvantage as a result, per 11 kap. 1 §. This stage never involves a court.
If the fund agrees with you in full, it issues a new decision instead of an omprövning ruling, and the case ends there. If it does not change the decision, or only partly agrees, the omprövning decision is the one you take to förvaltningsrätten next. A premature appeal filed before omprövning is complete is treated as an omprövning request instead, per 11 kap. 7 §, so filing the wrong document at the wrong stage does not cost you the deadline.
If the Reconsideration Decision Still Goes Against You, Appeal to Förvaltningsrätten Within Two Months
The appeal must reach your a-kassa within two months of the day you received the omprövning decision, per 11 kap. 11 §. That section sets the same two-month window, running "från den dag då den som överklagar fick del av beslutet," for every decision under the act. You address the letter to förvaltningsrätten but send it to the a-kassa, which checks the deadline was met. The a-kassa also identifies the correct court based on where you were registered (folkbokförd) at the time of the decision, per 11 kap. 6 §.
Write which decision you are appealing, what you want changed, and why, and attach any new evidence. Once your a-kassa confirms the appeal arrived on time, it forwards the case and the full file to förvaltningsrätten itself. IAF (the Unemployment Insurance Board, the fund's supervisory authority) can also take over as the counterparty in the case at this stage or later, per 11 kap. 8–10 §§. IAF does not decide individual applications; it oversees how the funds and Arbetsförmedlingen apply the rules.
What Förvaltningsrätten Does With the Appeal
Förvaltningsrätten reviews the case on the merits and notifies you of the outcome by letter or email. There is no fee to have the appeal decided, following the same practice Sveriges Domstolar describes for other benefit appeals routed through the funds and agencies. The court has three options: uphold the original decision if it finds the a-kassa judged correctly, change the decision directly, or send the case back to the a-kassa for a new decision.
Case handling times vary by court and by how much evidence the case involves; neither the statute nor Sveriges Domstolar publishes a fixed processing time for a-kassa appeals. What is fixed is the filing deadline on either side of that wait, and it runs longer than the deadline other Swedish administrative disputes use.

Assuming the shorter window applies to an a-kassa case, because it is the deadline most residents meet first, is the mistake this pillar exists to prevent.
Appealing Beyond Förvaltningsrätten Needs Prövningstillstånd
A förvaltningsrätten decision can be appealed to kammarrätten, but the case is only heard with prövningstillstånd (leave to appeal). The general kammarrätten deadline for most administrative appeals is three weeks, but tax and social-insurance cases usually get two months instead, per Sveriges Domstolar's guidance "Att överklaga till kammarrätten." A-kassa cases fall on the same two-month track, direct from the statute. 11 kap. 11 § sets the two-month deadline for "ett beslut enligt denna lag," and that wording covers this stage as well as the first appeal to förvaltningsrätten.
Kammarrätten grants leave only when förvaltningsrätten's ruling needs review for correctness, when the case would guide future rulings on a similar question, or when extraordinary reasons apply, such as a serious procedural error. Without leave, the förvaltningsrätten decision stands as the final word. A further appeal from kammarrätten to Högsta förvaltningsdomstolen (the Supreme Administrative Court) needs its own separate prövningstillstånd, granted mainly for precedent value; a refusal of leave cannot itself be appealed.
What to Include as Evidence at Each Stage
Both the omprövning request and the förvaltningsrätten appeal need the same core elements: which decision you are challenging, what you want changed, and why, with supporting documents attached. Send copies, not originals, and keep a copy of everything you submit along with proof of the date it was sent or delivered.
What counts as useful evidence depends on why the claim was denied. An income-requirement dispute needs payslips, employer statements, or contracts covering the qualifying period. A sanction for declining a job offer needs your own written account of why the offer did not meet the "lämpligt arbete" (suitable work) standard, plus anything documenting the offer itself. A membership or work-condition gap needs records showing when you actually started paying into the fund and when you worked. Attach everything at the omprövning stage if possible; new evidence submitted later strengthens the case but does not restart either deadline.
Common Reasons A-kassa Denies or Reduces a Claim
Membership or work-condition gaps, income-requirement shortfalls, and sanctions for declining a suitable job offer are the most common grounds for a denial that reaches appeal. A sanction for declining suitable work without an acceptable reason results in a fixed number of days without benefit under 7 kap. 3 § of the same act. That sanction is separate from the omprövning and appeal process covering the decision itself.

The Two-Month Clock Runs Twice, Not Once
An a-kassa dispute is not one appeal; it is two matched two-month windows, one to reopen the case at the fund, one to move it to court, before a judge reviews anything. Both filings go to the a-kassa, not to förvaltningsrätten directly.
