Housing queues in Sweden: how bostadskö works and why to register on day one
A bostadskö counts kötid from when you join, not the day you need a flat. There is no national queue: how the queues work and what you need to sign up.

In Stockholm's bostadskö (housing queue), what counts is how long you have been registered. Bostadsförmedlingen i Stockholm states that "Kötiden räknas från dagen kunden registrerat sig" (queue time is counted from the day the customer registered), and that your kötid (queue time) "börjar räknas direkt efter att du registrerat dig" (starts counting right after you register). Nothing you do before registering counts, and the queue charges a small yearly fee. The average wait for an ordinary hyresrätt there was 9 years in 2025 (figures as of 2025; rules read 2026-10-07). So the cheapest move available to a newcomer is to register early, even with no plan to rent through the queue yet.
Who this article is for
This is for anyone who will look for a home in Sweden and wants a hyresrätt (a rented home) with a förstahandskontrakt (a first-hand contract, signed directly with the landlord).
It is not for:
- Students who want a student flat. Start with the student housing queue guide.
If you want the whole sequence from sublet to queue to buying, read the order from andrahandskontrakt to bostadskö to lagfart. In one sentence: a hyresrätt means renting from a hyresvärd (landlord), and a queue is one way to get one. This article covers only the queue step. All housing guides sit under the housing hub.
Before you register: what you need
Check these first. Rules differ by queue, so the Stockholm rules are given here and the differences are flagged.
- Age: in Stockholm you register from the day you turn 18. Someone under 18 with a child, or who can document a pregnancy, may also register.
- Number: in Stockholm, "Den som har ett svenskt personnummer eller samordningsnummer kan registrera sig i bostadskön" (anyone with a Swedish personnummer or samordningsnummer can register). How to get either number is covered in the identity and access hub. If you have neither yet, see renting without a personnummer.
- Contact details: the required fields are name, address, e-postadress and personnummer or samordningsnummer.
- A way to sign in: an e-legitimation (electronic ID). Stockholm says that without one customer service helps you register.
- The fee: a small fee, paid each year.
Other queues differ. Boplats Syd lets you join "från det kalenderår du fyller 16 år" (from the calendar year you turn 16), though you can express interest in flats only from age 18. Someone without a Swedish personnummer enters a birth date instead. Boplats Väst (Göteborg) says: "För dig som är 17–21 år är det kostnadsfritt att ha ett konto och samla ködagar" (from 17 to 21 you hold an account and collect queue days free of charge).
Who runs the queues
There is no national queue. A few large kommuner run a bostadsförmedling: Stockholm, Göteborg (Boplats Väst) and Malmö (Boplats Syd). In most others you register with the kommunal bostadsbolag's own queue and with private landlords one by one, each on its own rules. The reason is the law, Lag (2000:1383) om kommunernas bostadsförsörjningsansvar, 8 §, which obliges a kommun to arrange one only where it is needed: "Om det behövs för att främja bostadsförsörjningen, ska en kommun anordna bostadsförmedling." In English: where needed to promote housing supply, a kommun must arrange housing mediation. The law also lets a kommunal bostadsförmedling that gives out flats in order of kötid charge "en avgift för rätten att stå i kö (köavgift)", a fee for the right to stand in the queue.
Real examples: Bostadsförmedlingen i Stockholm AB is "ett kommunalt bolag som ägs av Stockholms stad" and its mission is "att förmedla hyresrätter i hela Stockholmsregionen" (to mediate rentals across the whole Stockholm region). Boplats Väst (Göteborg) says "Vi ägs av Göteborgs Stad". Each runs its own queue under its own rules, so check the rules of the one you join.
The landlord of each flat sets the conditions; in Stockholm "Det är fastighetsägaren som beslutar om de villkor som gäller för en bostad."
How kötid works
Stockholm's rules say all flats go by queue time: "Alla bostäder förmedlas efter kötid." The applicant who shows interest, has the longest kötid and meets the landlord's conditions is proposed as tenant. Three details matter:
- Kötid is personal. It "kan inte överföras på någon annan", apart from some cases after a death.
- It resets when you win. Once you sign a permanent contract through the queue, the kötid is nollställd (set to zero).
- There is not one line. Stockholm says that for each flat advertised, a separate queue forms. Your wait depends on which flats you apply for.
Stockholm's 2025 figures, from its own statistics page:
| What | Average kötid in 2025 |
|---|---|
| All ordinary hyresrätter, in and outside Stockholm county | 9 years |
| Inner city | 21 years |
| Examples: Södertälje, Sigtuna, Salem, Österåker, Tyresö, Upplands-Bro, Sollentuna | under 5 years |
These are averages for flats that were already placed, not promises for your first application. Other queues publish their own figures, so check the one you plan to join.
What it costs, and what happens if you stop paying
In Stockholm you pay a yearly fee for each 12-month period. Boplats Syd also charges a yearly fee, and Boplats Väst charges one from age 22. Check the current fee on the queue's own page before you pay.
The fee must keep being paid:
- Stockholm: if unpaid on the due date, the case becomes "vilande" and all current expressions of interest and viewing invitations ("samtliga aktuella intresseanmälningar och visningsinbjudningar") become inactive. If you pay while it is vilande, you keep your kötid. After five months unpaid the case is deregistered and "kan inte återupptas med bibehållen kötid" (cannot be resumed with your kötid kept). Bostadsförmedlingen does not chase unpaid fees.
- Boplats Syd: the account is deactivated if you do not pay within 60 days of first registration or of the annual due date. If you leave the queue, "du kan inte få tillbaka din kötid" (you cannot get your kötid back).
- Boplats Väst: unpaid, you cannot search and "du samlar inte ködagar"; you have 24 months to reactivate by paying, and your existing ködagar are kept for those 24 months.
Note that Boplats Syd counts kötid from the day your fee reaches its bank account, and a first-time registrant has 60 days to pay. In Stockholm kötid counts from registration.
Why register on day one
A year of kötid cannot be bought back. Stockholm is explicit that kötid is counted from the registration day, so a newcomer who registers in month one rather than year three starts with two extra years of kötid. Against a 9-year average, and 21 years in the inner city, that gap is large and the price of closing it is a small yearly fee. In Stockholm, day one is the day you have a personnummer or samordningsnummer. Boplats Syd accepts a birth date, so you can join before your number arrives.
The same logic cuts the other way. With waits measured in years, a queue is not a plan for your first months. Use it as the long game and cover the short game another way. Registration is also not a promise of a flat: you still need to meet the landlord's conditions when you apply.
Do this in order
- Pick the queue that covers the area you want and read its rules. Fees and rules change, so re-check its own page before you pay.
- Confirm you have a personnummer or samordningsnummer, or, at Boplats Syd for example, a birth date instead.
- Register online with an e-legitimation, or ask customer service.
- Pay the fee and set a reminder for the yearly renewal.
- Keep contact details current, since Stockholm says it is the customer's responsibility.
- Look at the flats; apply only when you meet the landlord's conditions.
