You have landed with children, and two questions are waiting: where do they go during the day, and when does school start? In Sweden the kommun, the local authority, owns both answers. Förskola, the preschool for children from age 1, and grundskola, compulsory school, are both arranged by the kommun where the child is registered as living, or, until registration goes through, where the child actually lives. Your job is to get that registration moving, tell the kommun, and bring the right papers.
This article is for families with children who have moved to Sweden and plan to stay. It follows the order you meet each step. It is not for visitors on a short stay, who should read how many days you can spend in Sweden, or for adults whose question is university or a study permit. Teenagers heading for gymnasium should read education in Sweden for newcomer families under Studying in Sweden; adults applying for a study permit should start at the study permit guide for non-EU citizens. This guide does not re-explain the whole school system. It applies the rules to a family on arrival.
What has to be true before any step applies
Three things decide whether the steps below apply to you.
You live in Sweden, or are about to. The law gives school rights to children who are bosatta i Sverige, resident in Sweden. As of October 2026, Skolverket, the national school agency, explains that this means someone who should be registered: "Med bosatt i landet avses i skollagen den som ska vara folkbokförd i Sverige enligt folkbokföringslagen" (Skolverket). Folkbokföring is the population register kept by Skatteverket, the tax agency. Skatteverket's page for those moving to Sweden says: "Du som har flyttat till Sverige och planerar att bo här i minst ett år ska i de flesta fall vara folkbokförd här" (Skatteverket). Whether you qualify for a personnummer is covered in the one-year test for a personnummer.
You have a right to live here. For most non-EU families that is a residence permit; for EU/EEA families it is the right of residence. Permit routes are under residence and work permits and, for family members of EU/EEA citizens, the EU family member residence card guide.
You can name an address. Every kommun needs to know where the child lives, because the home kommun is normally the one in which the child is registered. Until the child is registered, the home kommun is the one where the child actually lives (skollagen 29 kap. 6 §), so that kommun is responsible from arrival. If you are still looking, see renting without a personnummer.
Children with a right of residence under EU/EEA or Swiss free-movement rules count as resident too, even if they are not folkbokförda (skollagen 29 kap. 2 § andra stycket 3). They have the same right to förskola and school, but no skolplikt (7 kap. 2 §). Some other children sit outside this article's main path because they are not folkbokförda. Skolverket lists who has a right to education without skolplikt: "barn som har ansökt om internationellt skydd (asyl), barn som har ansökt om eller fått ett uppehållstillstånd med tillfälligt skydd och barn som vistas i Sverige utan stöd av myndighetsbeslut eller författning" (Skolverket). Asylum-seeking children should be received in school "senast två månader från den dag då ansökan om internationellt skydd lämnades in" (Skolverket).
Step 1: Register every child with Skatteverket
Registration is separate for each person. You upload your documents, "exempelvis ditt pass och ditt uppehållstillståndskort från Migrationsverket", the migration agency. As of October 2026, Skatteverket says a case officer picks up a notified move after about five weeks: "tar det cirka 5 veckor innan ditt ärende får en handläggare" (Skatteverket). On first registration you get a personnummer if you do not already have one. What to bring to the appointment is in the Skatteverket appointment guide.
Do not wait for the personnummer before talking to the kommun. The two kommuner checked for school applications, Hässleholm and Lund, must already handle your request before registration is complete; both say so on their pages. As of October 2026, Hässleholm says you can wish for a school "även om ditt barn inte ännu är folkbokförd på den nya adressen", and asks for "ett bostadskontrakt, hyreskontrakt eller köpekontrakt, som styrker er nya folkbokföringsadress" (Hässleholms kommun). Lund, as of September 2026, asks for something that proves the move, "exempelvis ett hyresavtal eller köpekontrakt" (Lunds kommun). Your own kommun may differ, so read its page.
Step 2: Förskola for children under school age
Who has the right. For children of parents who are unemployed or on parental leave with a sibling, the minimum is "tre timmar per dag eller 15 timmar i veckan". The same page names children who "ansökt om internationellt skydd (asyl)" and children who "ansökt om eller fått uppehållstillstånd med tillfälligt skydd som inte uppfyller kraven för att bli folkbokförda i Sverige" as a group with its own right to förskola. Children with a right of residence under EU/EEA or Swiss free-movement rules count as resident even without folkbokföring (skollagen 29 kap. 2 § andra stycket 3), so they have the same right to förskola as other resident children. "Sträva" means the kommun should try, not that a place is guaranteed.
From when. As of October 2026, per Skolverket, the right starts at age 1, not on the day you arrive. From the autumn term of the year the child turns 3, every child has a right to förskola for at least 525 hours a year (allmän förskola). The fee may only cover time above those 525 hours (Skolverket).
How to apply. You apply to the home kommun. Stockholms stad, a third kommun checked and used here only as an example of förskola queues, lets you list "upp till fem önskemål" across kommunal and fristående, independent, förskolor. "Ködatumet är dagen då du skickade in ansökan", and you answer an offer "inom sju kalenderdagar" (Stockholms stad). A family from another EU country that will not get a personnummer applies on a paper form there: "Du ska ansöka via blankett om... du är från ett land inom EU och inte kommer att få svenskt personnummer." Other kommuner run their own systems, so look for söka förskola on the kommun's site.
The waiting time. Once the guardian has registered a wish, the law sets one limit for a public förskola: "När vårdnadshavare har anmält önskemål om plats i förskola med offentlig huvudman ska kommunen erbjuda barnet förskola inom fyra månader" (skollagen 8 kap. 14 §, quoted by Skolverket). Four months is a ceiling, not a promise of speed. Apply as soon as you have an address.
Förskola costs money, but there is a ceiling. The amount is on your kommun's page. See what the first three months cost a family of four for budgeting.
Step 3: Skolplikt, förskoleklass and grundskola
Who and from when. Skolplikt applies to children who should be registered in Sweden. The law says: "Skolplikten inträder höstterminen det kalenderår då barnet fyller sex år" (skollagen). For grundskola it ends "vid vårterminens slut det tionde året efter det att eleven har börjat fullgöra skolplikten" (Skolverket). So a child who turns 6 in 2027 starts in autumn 2027.
Förskoleklass first. Förskoleklass is the preschool class for 6-year-olds, a year before årskurs 1. Grundskola is the compulsory school that follows. Skolverket's page on the ten-year reform says that förskoleklass "upphör som skolform och ersätts av en ny årskurs" from autumn 2028 ("från och med hösten 2028"), and that the school age does not change (Skolverket). For a family arriving now, the practical step is the same: apply through the kommun for the child's age.
How to apply. Guardians apply to the home kommun. A wish cannot override another pupil's right to a school near home: "Vårdnadshavares önskemål får dock inte gå ut över en annan elevs rätt till placering vid en skola nära hemmet" (Skolverket). The timing of a newly moved family is set by the kommun.
The waiting time. For school, none of the national pages checked for this article gives a number of days from application to place. What the national rules say is that the home kommun must see to it that every child with a right to education gets it. Ask the kommun's school-placement unit for its own handling time.
What it costs. Nothing for the education itself. Children under skolplikt have a "rätt till kostnadsfri grundläggande utbildning i allmän skola" (skollagen). Skolverket adds that pupils are to be offered "näringsriktiga skolmåltider utan att behöva betala för dem" and have access to "läroböcker, andra läromedel och andra lärverktyg" at no cost (Skolverket).
Step 4: When your child does not speak Swedish yet
The law has a name for these pupils. What follows applies to them (Skolverket). From autumn 2028, when förskoleklass is replaced, the age in this definition becomes six (SFS 2025:729).
- Assessment. The school carries out a kartläggning, an assessment of what the pupil already knows, "senast inom två månader från det att de tagits emot i grundskolan".
- Year group. The pupil is placed in the årskurs that suits "ålder, förkunskaper och personliga förhållanden". Age alone does not decide.
- Förberedelseklass. Förberedelseklass is a preparatory class. Skolverket describes it as teaching where a pupil "delvis ska undervisas i en annan undervisningsgrupp", so it is partial. It lasts at most "två år" and ends "så snart eleven bedöms ha tillräckliga kunskaper i svenska".
- Studiehandledning. "En elev ska få studiehandledning på sitt modersmål om eleven behöver det." That is study help in the pupil's own language.
- Svenska som andraspråk. The school teaches Swedish or Swedish as a second language. Skolverket refers to a "prioriterad timplan" for these subjects.
- Modersmålsundervisning. Mother-tongue teaching is a separate right. As of June 2026, Skolverket requires that "språket är elevens dagliga umgängesspråk i hemmet, och eleven har grundläggande kunskaper i språket". A group is set up when "minst fem elever som ska erbjudas modersmålsundervisning i språket önskar sådan undervisning" and a suitable teacher exists (Skolverket). If mother-tongue teaching is given outside the guaranteed teaching time, the school must offer it for a total of seven school years: "Om en elev ges modersmålsundervisning utanför den garanterade undervisningstiden är huvudmannen skyldig att erbjuda eleven sådan undervisning sammanlagt sju läsår under elevens skoltid" (Skolverket).
Documents to have ready
No national list of school documents exists on the Skolverket pages read for this article. What the authorities named does ask for:
| For | Bring | Source |
|---|---|---|
| Registration of each child | Passport and the residence permit card from Migrationsverket, uploaded with the notification (EU/EEA families: see the EU family member guide) | Skatteverket |
| School request before the move | Housing, rental or purchase contract proving the new address (Hässleholm: "styrker er nya folkbokföringsadress") | Hässleholms kommun, Lunds kommun |
| Förskola application | Stockholm applies by e-service; a paper form is used if the family will not get a personnummer | Stockholms stad (varies by kommun) |
None of the pages read lists earlier school reports as required. Ask the kommun what it wants before the first day.
What to do this week
- Notify Skatteverket of the move for each child and book the appointment.
- Send your address proof to the kommun and ask what it needs for förskola or school.
- Register your wish for förskola now, because the four months start from the wish.
- For a school-age child, ask the kommun about skolplacering, kartläggning and modersmål before the first day.
- Plan costs: the first three months for a family of four.
