This article is for adults who moved to Sweden to live with a partner. The partner may be a Swedish citizen or someone else who lives here. You have no job, no workplace and no circle of colleagues yet. It is not for people who came on their own work permit, for students, for sole traders or for visitors. If you came for your own job, read the permits guides. If you came to study, read studying in Sweden as a non-EU citizen. If you are starting a business, read F-skatt registration for sole traders. If you are on a short trip, start at planning a trip to Sweden.

Before any step applies

Check these first. The rest of the article assumes them.

  • A right to live here. If you are not an EU/EES citizen, Skatteverket says you need a valid residence permit card to register. Migrationsverket (the Swedish Migration Agency) says EU/EES citizens have the right to live in Sweden without a residence permit. See partner permit requirements and the residence card for an EU citizen's family member.
  • Registration in folkbokföring (the population register). Skatteverket says that if you plan to live in Sweden for at least one year you should in most cases be folkbokförd, and that you receive your personnummer (personal identity number) at your first registration. Skatteverket (the Swedish Tax Agency) runs the register. See how the personnummer works.
  • Your hemkommun. Skolverket (the National Agency for Education) defines it as the kommun you are registered in. If you live in Sweden without being registered, it is the kommun where you stay on a permanent basis.
  • A way to identify yourself online. Informationsverige.se lists getting an e-legitimation (electronic ID) among the first steps for new permit holders. See BankID explained.

Step 1: Swedish, through SFI

You have the right to SFI from the second half of the year you turn 16. It applies if you live in Sweden and lack the basic Swedish the course aims to give (Skolverket, page updated 30 September 2026). The same page says the right does not depend on a personnummer or a samordningsnummer. Your hemkommun must ensure that SFI is offered.

SFI costs nothing: Informationsverige.se's page on adult education says "Utbildningen är gratis" (the education is free), as of October 2026. To start, contact your kommun. Some folkhögskolor also offer education that matches SFI, and anyone who wants that route registers with their hemkommun.

Two timings matter, both from Skolverket. The training should be possible to start within three months unless there are special reasons. The right lasts three years from the day you are first admitted, and a decision to extend it covers at most six months at a time.

Step 2: Work, through Arbetsförmedlingen

Arbetsförmedlingen services are available to anyone who has the right to work in Sweden, per its page for people with a new residence permit. Migrationsverket says that if you are granted a residence permit to live with your partner, you also get the right to work and study. If you hold a different permit or card, check that it allows work before you register. See finding a job in Sweden as a foreign national.

Register through Arbetsförmedlingen's digital service on your first unemployed day; the agency calls this important. That wording is written for people who become unemployed, so if you have never worked in Sweden, contact Arbetsförmedlingen to ask how it applies to you. This is an editorial suggestion, not a published rule.

The establishment programme depends on your partner's permit. The target group is people aged 20 up to 67 who recently received a residence permit as a refugee, a person in need of protection, or a family member of one (Arbetsförmedlingen, October 2026). A partner of a Swedish citizen or of a work-permit holder is not in that list, while the family member of a refugee is. You can take part for 24 months in total, within a 36-month period counted from your personnummer. The general Informationsverige.se checklist for new permit holders lists registering for the programme as a step, so read Arbetsförmedlingen's own target group before you assume it applies.

A-kassa comes with a condition. A-kassa (arbetslöshetskassa, an unemployment insurance fund) has a joining rule published by IAF, the unemployment insurance inspectorate. The right to join belongs to anyone who is working when they apply and meets the conditions in the fund's own statutes (IAF, October 2026). Without a job at the time you apply, this rule does not give you that right, and each fund's statutes may add conditions. Under Lag (2024:506) om arbetslöshetsförsäkring, which replaced the old law on 1 October 2025, anyone can get unemployment benefit at a lower level, 50 %, without being a member, but only after meeting the work and income requirement. With no work in Sweden yet, a-kassa is something to set up once you have a job.

Step 3: Samhällsorientering, which your kommun must offer you

Samhällsorientering (civic orientation) is a course for newly arrived people. Förordning (2010:1138) om samhällsorientering för vissa nyanlända invandrare, 5 §, says it must cover at least 100 hours. It must be given in your mother tongue or another language you master well, though parts may be in Swedish or Swedish with an interpreter. Each kommun must offer it to the newly arrived people who are registered there and covered by the law (Lag 2013:156).

If you are not an EU/EES or Swiss citizen and came on a partner or family permit, the law covers you. Lag (2013:156) 2 § names permits "på grund av anknytning enligt 5 kap. 3 …", which is the partner permit, family-member permits tied to a work permit, and the uppehållskort (residence card) of a non-EU partner of an EU citizen. You must be 18 or older, below pension age, and folkbokförd. It does not apply to citizens of an EU/EES country or Switzerland (2 a §). The kommun must start it as soon as possible after you are registered, and its duty ends three years after your first registration (4 §), so ask for it in your first weeks. The wording quoted here has been in force since 1 October 2026.

Step 4: Meeting people, through places public bodies list

Work is only one route to colleagues. These are the ones a public body runs or points to.

  • Föreningar (associations). Informationsverige.se advises: "Kontakta din kommun eller sök på internet för att hitta en förening" (contact your kommun or search the internet to find an association). Most föreningar are ideella, which means nobody is paid to coach or carry out other tasks, and the page says you often pay a membership fee that differs between associations.
  • Språkcaféer at libraries. Språkcaféer (language cafés) are conversation groups for practising Swedish. Vällingby bibliotek, part of Stockholms stadsbibliotek, advertises one with the line "Vill du träna svenska samt lära känna nya vänner?" (do you want to practise Swedish and get to know new friends?). Ask your own kommun's library whether it runs one.
  • Studieförbund. A studieförbund (study association) is an organisation with education for adults, and its courses run as studiecirklar (study circles). You do not get a qualification from a study circle (Informationsverige.se).
  • Folkhögskola. A folkhögskola is a school for adults, with courses at basic and upper-secondary level, and you can apply to CSN for grants and loans while you study (Informationsverige.se).

What the first months involve

No Swedish authority publishes a month-by-month schedule for partners. Official sources give an order, not dates.

  1. Registration. Skatteverket registration, then a personnummer.
  2. Contact with your kommun. Ask about SFI, and about samhällsorientering if you may be covered.
  3. Contact with Arbetsförmedlingen. Register once you have the right to work.
  4. Local life. Pick one språkcafé, one förening or one studiecirkel and go back to it.

Informationsverige.se notes that some people find new customs exciting and others find them difficult, and it names no hard month. A guide on homesickness in Sweden covers what many people report, but it is not an official source. For the official gates in order, see settling in Sweden: the first two years.
