Travel in Sweden is not one system. It is five separate ones, each owned by a different body. The EU and Migrationsverket decide who may enter, and Riksbanken oversees how you pay. SJ and the regional operators sell the tickets, while Transportstyrelsen and Trafikverket set the road rules. Naturvårdsverket explains the right to roam. Knowing which body owns which layer tells you where to check a rule that changes.
This article is the foundation for the trip-planning guides on Sweden Unpacked. Every figure below names the authority or operator that owns it, and the checks were made on 7 October 2026.
Who this article is for
This article is for visitors to Sweden and for residents travelling within the country. It assumes a trip of up to 90 days. For how long that trip should be, see how many days in Sweden.
It is not for anyone planning to live, work or study in Sweden. A longer stay needs a permit, and the permit route decides everything after it. Start with the work permit guides, the study permit guide or the partner permit guide.
Four things must be in place before the rest applies:
- A valid passport, or for EU and EEA citizens a valid national ID card.
- A visa if your nationality needs one, or visa-free status if it does not.
- A driving licence valid in Sweden, if you plan to drive.
- A payment card, since cash is accepted in fewer places each year.
Five layers, five owners
Each layer has one owner. A rule from one layer rarely changes the others, which is why a trip can fail on one layer while the rest works.
| Layer | Who runs it | What it governs |
|---|---|---|
| Entry | EU institutions, Migrationsverket, Polisen | Who may cross the border, for how long, and what is recorded |
| Paying | Riksbanken, with banks running the services | Banknotes, coins, cards and the Swish app |
| Rail and ferry | Trafikverket (track), SJ (long-distance trains), regional operators, Samtrafiken (joint search) | Who sells which ticket |
| Road | Transportstyrelsen, Trafikverket | Licences, tyres, driving rules, road conditions |
| Nature | Naturvårdsverket | What you may do outdoors on land you do not own |
Entry: Schengen, visas, EES and ETIAS
Sweden is part of the Schengen area, the group of 29 countries where internal border checks are not the normal rule. The European Commission oversees Schengen policy. Sweden has taken part operationally since 25 March 2001, with internal border control abolished, according to the Government's Ds 2001:74.
If you are an EU or EEA citizen: Polisen, the Swedish police, states that you need a "giltigt pass eller nationellt id-kort", a valid passport or national ID card (page reviewed 13 November 2025).
If you are not: Migrationsverket, the Migration Agency, states that a Schengen visa is "ett tillstånd för att få resa in och vara i Schengenområdet upp till 90 dagar under en period av 180 dagar". You need one if you come from a country whose citizens need a visa. Migrationsverket also states that a decision normally arrives within 15 days of the embassy receiving the application.
EES (Entry/Exit System): the EU's digital border register for non-EU short-stay visitors. Polisen states that it started on 12 October 2025. The European Commission states that it became fully operational on 10 April 2026, replacing passport stamping. At the border, your travel document, facial image and fingerprints are registered, along with entry and exit dates. Polisen states that the data is normally kept for three years. EU, EEA and Swiss citizens, and people who show a residence permit or residence card, are not covered.
ETIAS (European Travel Information and Authorisation System): a travel authorisation for visa-free non-EU visitors. A fee applies; the Commission's ETIAS policy page states the amount. The Commission's page of 28 April 2026 says ETIAS "is scheduled to start in the last quarter of 2026" and that the exact start date will be communicated later in the year. The EU says it will announce the start date several months before launch. Check travel-europe.europa.eu before you travel.
Border controls inside Schengen: Schengen does not mean that nobody checks documents. The Government decided to extend temporary border control at Sweden's internal border from 12 May 2026 until 11 November 2026, per regeringen.se. Carry your passport or ID card even when arriving from Denmark or Norway, and check whether the controls are extended after 11 November.
Paying: Sweden is largely cashless
Riksbanken reports that 5 percent of people paid cash at their last purchase in 2025, down from 10 percent in 2023 (Betalningsrapport 2026, published March 2026). At the last purchase in a physical shop, 61 percent used their card and 18 percent a card in the phone, such as Apple Pay or Samsung Pay. Plan to pay by contactless card or phone.
Cash still has a legal place, and the list of valid money is longer than many guides say. Riksbanken lists the valid banknotes as 20, 50, 100, 200, 500 and 1,000 kronor, and the valid coins as 1, 2, 5 and 10 kronor. Older notes and coins are invalid.
A new law, Lag (2026:769), requires grocery stores and pharmacies with a staffed checkout to accept cash. The limit is "högst 0,1 prisbasbelopp och högst 25 mynt" per payment. With the 2026 prisbasbelopp at 59,200 kronor, per Försäkringskassan, that is about 5,900 kronor. The law was issued on 28 May 2026 and took effect on 1 July 2026. A shop is exempt if accepting cash would make the shop unsafe or too costly to keep open (2 §), and may refuse cash in a single sale for an acceptable reason (3 §). It covers only grocery stores and pharmacies, so a card-only sign in a restaurant, cafe or fuel station is not a breach of it.
Swish is a mobile payment app owned by Swedish banks, and Riksbanken calls it by far the largest service for instant payments in Sweden. In the 2025 survey, 91 percent of people had used it in the past month. Swish is tied to a bank relationship. The operator, Swish, states that banks have their own rules for connecting a foreign mobile number, so connecting a foreign number depends on your bank. If you have no Swedish bank connection, pay by card or cash.
Rail, bus and ferry: ticket layers, one search
Sweden sells tickets in layers. Trafikverket owns the track. SJ runs long-distance trains and sells those tickets. Each region has its own public transport authority for local trains, buses and ferries, such as SL in Stockholm, Västtrafik around Gothenburg and Skånetrafiken in Skåne. Samtrafiken, which is owned by the regional authorities and many national operators, runs Resrobot, the national journey planner, and the Resplus joint ticket for trips that cross operators.
In practice, a trip from Skåne to Stockholm and then to the archipelago may mean three tickets: one from SJ, one for local transport in Stockholm and one for the boat, unless the trip is sold as one Resplus ticket. Resrobot shows the whole route.
Local tickets. SL, Västtrafik and Skånetrafiken each sell through their own app. In Gothenburg, Västtrafik lets you tap a Visa or Mastercard on trams, buses and boats in zone A, per Västtrafik, but not on Västtågen trains. The zone A single ticket is valid for 90 minutes, per Västtrafik's single-ticket page. In Stockholm, SL lets you tap a Visa, Mastercard or American Express card on a ticket reader, and the single ticket is valid for 75 minutes, per SL.
SJ discounts. SJ states in its Tjänstekvalitetsrapport 2025 that second class always carries a 15 percent student and youth discount and a 10 percent pensioner discount.
Interrail and Eurail. An Interrail pass is issued by Interrail, not by SJ. Interrail.com states that reservations are mandatory on SJ high-speed trains, all night trains and Snälltåget, and optional on SJ InterCity and SJ Regional. Night trains need a reservation "even when you have a 1st class Pass". A pass therefore covers the fare but not always the seat.
Ferries. Waxholmsbolaget runs the Stockholm archipelago boats, and its ticket page says tickets are bought in the SL app or from the cashier on board. An app ticket must be tapped on the reader on board, which prints a paper ticket you hand in when you get off. Destination Gotland sails from Nynäshamn or Oskarshamn to Visby, and its travel page gives "cirka tre timmar över havet". See the archipelago day trip guide and the Gotland ferry guide for October.
Stockholm to Gothenburg by train
Journey time. SJ lists the journey time per departure on its route page for Stockholm C to Göteborg C. Times differ by departure, so use the one shown for your train. The line, Västra stambanan, is 45.5 mil long according to Trafikverket. A Swedish mil is 10 kilometres, so that is about 455 kilometres.
Fares. SJ sets the fare, and it changes by date, by how early you book and by ticket type. No official fare table exists for this route, so any single price in a guide is a snapshot. The exact figure comes from sj.se or the SJ app on the date you travel. Plan the full trip with the Stockholm and Gothenburg timeline and the train versus rental car cost comparison.
Swedish Lapland without a car: the main corridor works, the rest is not settled
The corridor. Trafikverket procures night trains to upper Norrland, and SJ runs them. Trafikverket states that new departures started on 13 April 2026, organised as one line Stockholm–Narvik and one Stockholm–Umeå, with one train in each direction. Before that, both lines ran to Narvik, so the stretch north of Umeå went from two night trains each way to one. Trafikverket says the next contract lets the operator add trains in high season. Its contract from December 2026 to December 2028 sets a minimum of one daily return on each line. Norrtåg lists a day-train line between Luleå and Kiruna.
What no official source settles. No official page found gives a current bus timetable for places away from the railway, such as Jukkasjärvi or villages near the national parks. Trafikverket's page also does not list the intermediate stops of the night trains. For both, check the operator's timetable before you book, Länstrafiken Norrbotten for buses and SJ for the night train. The official answer is therefore narrow: the Stockholm–Narvik and Stockholm–Umeå night trains and the Luleå–Kiruna day trains run without a car, and anything beyond them needs the operator's current timetable. Read the full route guides for Lapland without a car and Sweden without a car, plus Kiruna in February for the daylight and cold.
Distances are the other planning trap. The north is covered in Stockholm to Kiruna, the south in Stockholm to Malmö, and the whole country in the regional overview for visitors.
Driving: licence, rules and winter
Licence. Transportstyrelsen states that a licence from an EEA country is valid in Sweden if it is valid in the country that issued it and has not been exchanged for a Swedish licence (page updated 1 May 2026). A licence from outside the EEA is valid as long as you have not been registered as resident in Sweden for more than one year. Licences from the UK and the Faroe Islands are exempt from that one-year limit (körkortsförordningen 6 kap. 8 a §). If it is not in a convention format and not in English, German or French, it is valid only with a certified translation.
Rules. The Trafikförordning (1998:1276) requires that prescribed lamps are lit while driving (3 kap. 68 §), that everyone uses a seat belt where one is fitted, and that the driver may not hold a phone (4 kap. 10 e §). The base speed limits are 50 kilometres an hour in built-up areas and 70 outside them (3 kap. 17 §), and signs override both. Polisen states that the limit for drink driving is 0.10 milligrams of alcohol per litre of breath, "ungefär 0,2 promille i blodet".
Winter. Transportstyrelsen states that from 1 December to 31 March cars must have vinterdäck, winter tyres, when winter road conditions apply, meaning snow, ice, slush or frost on part of the road. The minimum tread depth is 3 millimetres. Studded tyres (dubbdäck) are allowed from 1 October to 15 April. Trafikverket states that the risk of meeting wildlife and reindeer exists all year, and it warns drivers to be alert at dawn and dusk. After an accident, call 112. After a collision with an elk, deer, wild boar, wolf, bear, lynx or certain other listed species, Polisen states that the driver must mark the spot and notify the police. The same applies if you hit a reindeer, even though reindeer are not counted as wild game.
Congestion tax. Trängselskatt is the congestion charge in Stockholm and Gothenburg. For foreign-registered vehicles, Transportstyrelsen has appointed a partner, EPASS24, to identify the owner, send the notice and take payment.
Allemansrätten: the right to roam
Allemansrätten is the right of public access to nature. Naturvårdsverket writes that "alla får vara i naturen, även i områden som någon annan äger", and that it is "en rättighet som också innebär ansvar", a right that carries responsibility. The constitution anchors it: Regeringsformen 2 kap. 15 § says "Alla ska ha tillgång till naturen enligt allemansrätten".
It covers everyone, including visitors. Naturvårdsverket says you may walk, cycle and ride in nature, pick wild berries, mushrooms and flowers that are not protected, and swim from beaches and jetties except near homes. You may not cross plantations, fields or other land with crops. For a tent, the wording is "någon enstaka natt", a single night here and there. Staying longer on one spot, or with several tents, needs the landowner's permission. Allemansrätten does not let you drive off the road, onto a beach or a field, including with a campervan or caravan. Fishing is not part of it either: rod fishing is free along the coast and in the five largest lakes, and elsewhere you need a fishing licence (fiskekort).
It does not cover the tomt, the area near farms and houses where residents have the right not to be disturbed. During an eldningsförbud, a fire ban, Naturvårdsverket says all open fire is forbidden, including in a built fireplace. National parks and nature reserves have special rules that can limit allemansrätten, for example by banning tents. Signs mark protected areas; the kommun or länsstyrelse can tell you the local rules.
